Who We Are
FTO Coach specializes in developing law enforcement's most vital resource – “their front-line trainers and supervisors.” For years we priovided training under our founding name, Moser Training Solutions. During which period we gained a proven track record that facilitated training for more than 25,000 training participants, representing more than 400 state and local agencies and 15 federal law enforcement organizations. Adjusting to staffing and policing trends, we pivoted to best meet our clients needs, and narrowed our training offerings to prioritize an increasing need to develop law enforcement training staff.

Meet Our Lead Instructor
As the lead trainer, Larry Moser brings decades of law enforcement training expertise to our team. As a recognized authority in field training officer development, Larry has pioneered innovative facilitation approaches to both the San Jose Field Training and Evaluation Program (FTEP) and Police Training Officer (PTO) "Reno" models. His credentials include licensed facilitator of Everything DiSC® products and The Five Behaviors of Cohesive Teams. He brings substantial experience in development of comprehensive training methodologies and programs that accomplish measurable outcomes. Larry's commitment to "focusing behind the badge" has revolutionized how agencies approach trainer and supervisor development.
Larry served the Fairfax County Police Department from 1982-2010, retiring at the rank of Major. His expertise in law enforcement training, coaching and leadership has been sought by numerous law enforcement professional organizations. He has conducted organizational assessments, and provided leadership consultation and professional development training to public safety professionals and executives nationally. As of 2025 he has trained over 25,000 employees representing more than 400 Local, State and Federal agencies. Larry is a graduate of the 217th session of the FBI National Academy, and the Drug Enforcement Agency’s Drug Unit Commander’s Academy. He obtained his Bachelor of Arts degree from National Louis University, and continued his graduate work at the University of Virginia, and the Virginia Polytechnic Institute State University - Donaldson Business School. He also received a Project Management Certification from the George Mason University.
Of significant importance to training he gained a valued reputation regarding law enforcement training specifically related to officer safety, that resulted in his being selected to brief the Honorable Janet Reno (former United States Attorney General), as she prepared to argue before the Supreme Court in the case of Maryland v. Wilson. His training accomplishments have received recognition as the Greater Washington, DC area Trainer of the Year, Distinguished Trainer award, two Meritorious Service awards, multiple team excellence awards, and Police Officer of the Year. His related instructor certifications include: facilitator/instructor development, active-counter-measures, firearms, integrated-communications-assessment and tactics, public speaking, and general law enforcement instructor.
